This is our level 10–60 guide to Holy Paladin: the talent order, the healing toolkit, and how to heal dungeons. The other Paladin guides: Paladin starter guide, Protection guide, Retribution guide. The beta closed on October 23. Character creation opens October 27 and the game launches November 4, 2026 (3:00 p.m. PST) with a permanent level 60 cap. The beta stopped at level 30, so everything from level 31 to 60 below comes from the datamined talent trees and trainer lists and from published leveling plans. Nobody has played it yet, and we mark it that way.
We checked it against the client talent text, Blizzard's beta notes through the Oct 15 build, build 70450 and the hotfixes through Oct 23, and the Holy pages at Icy Veins and WoW Forever DB. Data note: the last beta build was 1.60.1.70532 (Oct 22), which has the same talents, spells and items as the Oct 16 build 70450, plus hotfixes through Oct 23 (foreverchanges.pro). Blizzard can still change numbers before launch.
Is Holy a good leveler?
Not the fastest. Icy Veins says healers level more slowly, though Flash of Light (level 20) makes dungeons easy, and Forever adds extra damage on healers' gear so they can do more in the open world. WoW Forever DB's own Holy leveling page tells you to level as Retribution, "the fastest solo spec", and its rotation page says Holy plays as a Holy Shock and spell-power hybrid. Icy Veins' pros for Holy are that it is durable, has escapes and gives strong buffs. Its cons are low damage and easy mana trouble.
The sensible route is the one both guides' builds take: level the first 20 levels with the Retribution tree (Benediction, Holy Conduit, Improved Judgement, Pursuit of Justice), then go Holy for dungeons.
Talent order, 10–60 (Icy Veins)
Icy Veins' Holy leveling build, decoded against the current talent data, finishes 32 Holy / 19 Retribution. The 31–60 rows are a plan, not play.
| Level | Talent (tree) | Rank | What it does (talent text) |
|---|---|---|---|
| 10–14 | Benediction (Retribution) | 5/5 | Reduces the Mana cost of all instant cast spells and abilities by 10%. |
| 15–16 | Holy Conduit (Retribution) | 2/2 | Reduces the mana cost of your Consecration, Holy Wrath, Exorcism, and Hammer of Wrath spells by 40%. |
| 17–18 | Improved Judgement (Retribution) | 2/2 | Decreases the cooldown of your Judgement ability by 2 seconds. |
| 19 | Conviction (Retribution) | 1/5 | Improves your chance to get a critical strike with melee attacks by 1%. |
| 20–21 | Pursuit of Justice (Retribution) | 2/2 | Increases movement speed and mounted movement speed by 15%. This does not stack with other movement speed increasing effects. |
| 22–26 | Divine Intellect (Holy) | 5/5 | Increases your total Intellect by 10%. |
| 27–29 | Healing Light (Holy) | 3/3 | Increases the amount healed by your Holy Light, Flash of Light, and Holy Shock spells by 12%. |
| 30–31 | Improved Seals (Holy) | 2/3 | Increases the damage done by your Seals and Judgements by 10%. |
| 32–34 | Reverence (Holy) | 3/3 | Allows 30% of your Mana regeneration to continue while casting. |
| 35 | Improved Seals (Holy) | 3/3 | Increases the damage done by your Seals and Judgements by 15%. |
| 36 | Voice of Truth (Holy) | 1/1 | Grants you immunity to Silence and Interrupt effects for 6 seconds. |
| 37–41 | Illumination (Holy) | 5/5 | After getting a critical effect from your Flash of Light, Holy Light, Light's Vigil, or Holy Shock heal spell you have a 100% chance to gain Mana equal to 50% of the… |
| 42 | Holy Shock (Holy) | 1/1 | Blasts the target with Holy energy, causing 134 Holy damage to an enemy, or 114 healing to an ally. |
| 43 | Divine Favor (Holy) | 1/1 | When activated, gives your next Flash of Light, Holy Light, or Holy Shock spell a 100% critical effect chance. |
| 44–45 | Infusion of Light (Holy) | 2/2 | Your Holy Shock and Flash of Light critical hits reduce the cast time of your next Holy Light cast within 15 seconds by 1 second. |
| 46 | Consecrated Ground (Holy) | 1/2 | Gives your Holy spells 5% increased damage against the first 4 enemies that enter your Consecration. |
| 47–51 | Holy Power (Holy) | 5/5 | Increases the critical strike chance of your Holy Shock and Holy Strike spells by 15%, and all other spells by 5%. |
| 52 | Light's Vigil (Holy) | 1/1 | Applies Light's Vigil to the target for 30 seconds. Your next Holy Shock cast on them triggers no cooldown and causes enemy targets to suffer 182 Holy damage and refund… |
| 53 | Consecrated Ground (Holy) | 2/2 | Gives your Holy spells 10% increased damage against the first 4 enemies that enter your Consecration. |
| 54–56 | Sanctified Judgement (Retribution) | 3/3 | Gives your Judgement ability a 100% chance to return 60% of the Mana cost of the judged seal. |
| 57 | Sacred Arbiter (Retribution) | 1/1 | Increases the damage of your Holy Strike ability by 20% and causes it to refresh all Judgement effects on the target. |
| 58–60 | Conviction (Retribution) | 4/5 | Improves your chance to get a critical strike with melee attacks by 4%. |
Icy Veins' reasoning: it paths through Retribution first for Benediction, Holy Conduit, Improved Judgement and Pursuit of Justice, then goes Holy: Divine Intellect (more mana), Healing Light (+12% to Flash of Light, Holy Light and Holy Shock) and Reverence (30% of your mana regeneration continues while casting). From there it takes Illumination (37–41), Holy Shock at 42, Divine Favor (43), Infusion of Light (44–45), Holy Power (47–51) and Light's Vigil (52). Icy says that at 53 you have 7 points left and few strong choices.
WoW Forever DB's order for comparison
WoW Forever DB's Holy leveling page gives a different order that finishes 23 Holy / 28 Retribution. We checked it point by point against the talent gates and it is valid.
| Level | Talent | Rank | Tree |
|---|---|---|---|
| 10–14 | Benediction | 5/5 | Retribution |
| 15–16 | Improved Judgement | 2/2 | Retribution |
| 17–18 | Holy Conduit | 2/2 | Retribution |
| 19 | Conviction | 1/5 | Retribution |
| 20–21 | Pursuit of Justice | 2/2 | Retribution |
| 22–26 | Divine Intellect | 5/5 | Holy |
| 27–29 | Improved Seals | 3/3 | Holy |
| 30–31 | Spiritual Focus | 2/2 | Holy |
| 32–34 | Reverence | 3/3 | Holy |
| 35–37 | Sanctified Judgement | 3/3 | Retribution |
| 38 | Sacred Arbiter | 1/1 | Retribution |
| 39–42 | Conviction | 5/5 | Retribution |
| 43–45 | Vengeance | 3/3 | Retribution |
| 46 | Repentance | 1/1 | Retribution |
| 47 | Two-Handed Weapon Specialization | 1/3 | Retribution |
| 48–50 | Champion of the Light | 3/3 | Retribution |
| 51–52 | Healing Light | 2/3 | Holy |
| 53 | Divine Favor | 1/1 | Holy |
| 54–55 | Infusion of Light | 2/2 | Holy |
| 56 | Healing Light | 3/3 | Holy |
| 57 | Illumination | 1/5 | Holy |
| 58 | Holy Shock | 1/1 | Holy |
| 59–60 | Consecrated Ground | 2/2 | Holy |
It is a questing build: through level 50 it spends points on Improved Seals, Spiritual Focus, Sanctified Judgement, Sacred Arbiter, Conviction 5/5, Vengeance, Repentance and Champion of the Light 3/3, and only then finishes the Holy tree: Healing Light (51–52 and 56), Divine Favor (53), Infusion of Light (54–55), Illumination 1/5 (57), Holy Shock (58) and Consecrated Ground (59–60). Divine Intellect 5/5 comes early (22–26) and Reverence at 32–34. It never takes Light's Vigil, Voice of Truth or Holy Power.
Where the guides differ
- Holy Shock, Light's Vigil and Holy Power. Icy Veins takes Holy Shock at 42, Holy Power at 47–51 and Light's Vigil at 52. WoW Forever DB takes Holy Shock last, at 58, and skips Vigil and Holy Power.
- How much Retribution. Icy Veins ends with 19 points in Retribution, WoW Forever DB with 28, including Repentance, Vengeance and Conviction 5/5.
- Illumination. Icy Veins takes 5/5 at 37–41, WoW Forever DB takes 1/5 at 57. The talent refunds 50% of the base cost after a heal crit.
- Voice of Truth. Icy Veins takes it at 36 (6 sec of immunity to silence and interrupts), WoW Forever DB skips it.
- Healing Light. Icy Veins takes it at 27–29 (3/3), WoW Forever DB takes 2/3 at 51–52 and 3/3 at 56.
WoW Forever DB lists Light's Vigil and Holy Shock-on-Vigil as unconfirmed in game.
The healing toolkit, by level
- Holy Light (1) is the big, slow, expensive heal, up to rank 9 at 60. Flash of Light (20) is the cheap, fast one and your main heal, with new ranks at 34, 42, 50 and 58 (trainer levels, from the client).
- Holy Shock (talent): an instant heal on a 10-sec cooldown, for emergencies or when you have to move. Rank 2 at 40, 3 at 48, 4 at 56.
- Light's Vigil (talent): a 30-sec buff on one target. Your next Holy Shock on them has no cooldown and heals their party for 324 (talent text at rank 1), or damages an enemy for 182 and refunds 75% of Vigil's mana. One Vigil per party. Rank 2 is at 50 and rank 3 at 60.
- Divine Favor (talent): your next Flash of Light, Holy Light or Holy Shock is a guaranteed crit. WoW Forever DB lists a 2-minute cooldown.
- Infusion of Light (talent): a Holy Shock or Flash of Light crit cuts your next Holy Light's cast by 1 sec.
- Illumination (talent): after a heal crit you get mana equal to 50% of the spell's base cost.
- Lay on Hands (10): a full heal every 20 minutes (WoW Forever DB) that uses all your mana.
- Blessing of Protection (10) and Blessing of Freedom (18). Blessing of Sacrifice (46).
- Cleanse (42) removes a poison, a disease and a magic effect.
- Divine Shield (34): your heals work inside it (WoW Forever DB). Divine Intervention (30).
- Blessings: Might on melee and tanks, Wisdom (14) on healers and anyone short on mana, Kings (20) as the default, and Light (40), the weakest, only when everything else is covered (Icy Veins). They don't stack, and you get one per Paladin on a player. Greater Blessings of Might (52), Wisdom (54), Kings and Light (60) cover a whole class.
Rotation and priorities
WoW Forever DB's Holy priorities (level 30 build), top to bottom:
- Blessing of Wisdom on yourself, or the Blessing your group asks for. Kings if nobody else brings it.
- Seal of Light: judge it on long fights so melee attackers heal themselves. A Retribution Paladin's Holy Strike keeps it up. From 38, Seal of Wisdom's Judgement returns mana instead.
- Divine Favor before a Holy Shock or Holy Light that must land big. A crit from Holy Shock also gives you Infusion of Light.
- Holy Light with an Infusion of Light proc on whoever is in danger. Hold the proc for incoming damage.
- Holy Shock as an emergency or on the move.
- Flash of Light: your filler and main heal, the most healing per mana for damage it can cover.
- Holy Light without a proc only when a smaller heal would leave someone in danger and you have mana to spare.
From 40 with Light's Vigil (WoW Forever DB, unconfirmed in game): Vigil on a party member taking damage, Holy Shock on them for a party-wide heal with no cooldown triggered, then Holy Shock again normally and Flash of Light to top up whoever the party heal missed.
When you're soloing or fighting between heals, Icy Veins says keep Seal of Righteousness up for damage, use Judgement and Holy Strike on cooldown, and Consecration for big damage if you can afford the mana.
Healing dungeons
This is the dungeon-role section. It's built from Icy Veins' Holy guides and WoW Forever DB's rotation page, and everything past level 30 is unplayed.
Mana is the whole job. Icy Veins says spells are very expensive and drinking takes a long time, and that your regeneration stops for 5 sec after each cast and resumes based on Spirit. Stopping casts when a mob is nearly dead or nobody needs healing saves drinking time in the long run. Reverence lets some of it continue while casting. Icy's stat order for healing: Healing Power, Intellect, MP5, Critical Strike, Haste, then Spirit.
Before the pull
- Blessings: Wisdom on yourself (or whatever your group asks for), Might on melee, Kings on everyone else. Coordinate with other Paladins.
- An Aura: Icy Veins calls Retribution Aura usually best in questing and dungeons because it speeds up kills, Devotion Aura reduces the damage your party takes, and Concentration Aura (22) helps when spells are being interrupted constantly.
- Seal of Light, judged on long fights so melee attackers heal themselves.
During the fight
- Heal with Flash of Light. Keep Holy Light for emergencies, ideally with an Infusion of Light proc.
- Holy Shock when the tank drops or you have to move.
- Light's Vigil for group damage from 40 (expensive, unconfirmed).
- Divine Favor on a heal that must land big.
- Blessing of Protection on a non-tank who pulled aggro: physical immunity, and many mobs lose interest.
- Lay on Hands on a dying tank. It costs all your mana, so it's not a mana-saving button.
- Voice of Truth (if you took it): 6 sec of immunity to silence and interrupts for a cast that has to land.
- Cleanse from 42 for poison, disease and magic.
- Divine Shield if you are dying. Your heals still work inside it.
Which dungeons: see the table below. Do each with its quests.
What each level gives you
Levels 31–60 at a glance (data, not play):
- 10: Lay on Hands, Blessing of Protection and Seal of Fury (Prot's seal). Righteous Fury is learned at level 10 since an Oct 23 hotfix (foreverchanges.pro); the client's trainer list and wowforever.one still say 16.
- 12: Redemption (and your class quest). 14: Blessing of Wisdom. 16: Retribution Aura. 18: Blessing of Freedom. 20: Consecration, Exorcism, Flash of Light and Blessing of Kings, plus the Verigan's Fist and Wolfsbane quest chains. 22: Concentration Aura, Seal of Justice. 24: Turn Undead. 26: Salvation (a separate buff, with Revoke to remove it), Seal of Fury rank 3. 28: Shadow Resistance Aura. 30: Seal of Light, Divine Intervention (the end of the beta range).
- 32: Frost Resistance Aura, Blessing of Might rank 4. 34: Divine Shield, Flash of Light rank 3, Blessing of Wisdom rank 3. 36: Fire Resistance Aura, Retribution Aura rank 3. 38: Seal of Wisdom, Holy Light rank 6.
- 40: Blessing of Light, Holy Shock rank 2 (if you took the talent), Hammer of Justice rank 3, Seal of Command rank 3, and the Warhorse mount quest. 42: Cleanse (removes a poison, a disease and a magic effect), Flash of Light rank 4. 44: Hammer of Wrath. 46: Blessing of Sacrifice, Holy Light rank 7. 48: Holy Shock rank 3.
- 50: Holy Wrath, Light's Vigil rank 2, Holy Shield rank 2, Flash of Light rank 5, Divine Shield rank 2. 52: Greater Blessing of Might. 54: Greater Blessing of Wisdom, Holy Light rank 8. 56: Holy Shock rank 4. 58: Flash of Light rank 6, Seal of Wisdom rank 3.
- 60: Greater Blessing of Kings and Light and Mass Salvation, Holy Light rank 9, Holy Shield rank 3, Light's Vigil rank 3, Hammer of Wrath rank 3 and the top rank of nearly everything else.
Trainer levels are from the client's trainer data as listed on wowforever.one and WoW Forever DB's Paladin pages; levels past 30 are data, not play. Icy Veins' own milestone table agrees on the early ones: 10 Lay on Hands, 12 Redemption quest, 20 Consecration and Kings plus the weapon quests, 30 Repentance, 34 Divine Shield, 40 mount quest.
Gear and race
- Stats while leveling (Icy Veins): you often take what drops. Intellect is valuable because it grows your mana pool and cuts drinking. Early on, weapon damage, Hit and Critical Strike matter because auto-attacks are a large share of your damage. Spell power takes over as you gain spells. Healing Power is best if you only heal, and gear with it also carries spell power at a lower rate.
- Plate: Icy Veins says Paladin healers can use strong items from every armor class. WoW Forever DB says plate arrives at 40.
- Race: Icy Veins says Human is slightly better than Dwarf for Holy (Sword Specialization and the Human Spirit versus Mace Specialization and Stoneform), and Undead is the only Horde choice.
- Professions: Icy Veins suggests Engineering with Mining, or Blacksmithing instead of Mining (very expensive), or two gatherers or Alchemy for gold.
- Class quests and weapons: see the starter guide.
Zones, 31–60
This is Classic routing laid over Forever's zone levels, from WoW Forever DB. The new Forever zones (Riverglades, Hyjal and others) weren't playable past level 30 in the beta, so their level ranges are announced, not tested.
- 31–40: Arathi Highlands, Stranglethorn Vale, Desolace and Alterac (30–40), then Dustwallow Marsh, Badlands and Swamp of Sorrows. Riverglades, a new contested zone, is announced for about 35–45.
- 41–50: Tanaris, Feralas, the Hinterlands, Searing Gorge, Swamp of Sorrows and Azshara.
- 51–60: Un'Goro Crater, Felwood, Burning Steppes, the Western and Eastern Plaguelands, Winterspring and Silithus.
Dungeons, 31–60
| Dungeon | Level range (Blizzard) | Where |
|---|---|---|
| Hall of Thanes | 13–18 | Beneath Ironforge (Alliance start) |
| Ruins of Lordaeron | 15–20 | Above the Undercity, Tirisfal Glades |
| Excavation Site | 24–29 | Above Whelgar's Excavation, Wetlands |
| City of Dalaran | 28–33 | Alterac Mountains |
| The Drowned City | 35–40 | Off the coast of Stranglethorn Vale |
| Krol'dok Stronghold | 40–45 | Riverglades |
| Alcaz Prison | 48–53 | Alcaz Island, Dustwallow Marsh |
| Blackmaw Hold | 55–60 | Azshara |
| Shaper's Terrace | 58–60 | Northern Un'Goro Crater |
Those nine are the new dungeons. The older Classic dungeons are in Forever too, and Icy Veins' dungeon overview (updated Oct 24) gives their ranges: Razorfen Downs 37–46, Scarlet Monastery Armory 36–44 and Cathedral 38–46, Uldaman 41–51, Zul'Farrak 44–54, Maraudon 46–55, Sunken Temple 50–60, Blackrock Depths 52–60, Dire Maul 54–60 (East) and 56–60 (North, West), Lower Blackrock Spire 55–60, Scholomance 58–60, Stratholme 58–60 and Upper Blackrock Spire 59–60. Other sites list slightly different ranges for the same dungeons (for example the Hall of Thanes as 13–18 versus 13–20), so treat any range as a guide. Only dungeons up to level 30 were open in the beta. Do each dungeon once with its quests in the log, since dungeon quests now carry most of the XP and spamming runs is no longer the fastest way up (Icy Veins).
Level 60 and what comes next
Launch has nine five-player dungeons and no raids. Barrow Deeps (10 players), Hyjal Summit (20) and Onyxia's Lair (40) open on December 9, and all raids are planned to reset weekly. Onyxia's Lair needs the Drakefire Amulet to enter (Blizzard's raid overview). So the first five weeks are for reaching 60, gearing from dungeons and professions, and picking your Legacy perks. At 60 your 51 talent points are all spent and builds start to differ from leveling builds, so check a PvE guide once you get there.
Legacy is Forever's new account-style perk system: challenges such as reaching level 25, 45 and 60 on a class, completing every dungeon, exploring zones or clearing raids earn Legacy Points, which you spend in the Adventure, Professions and Resourcefulness trees. Perks like Well Rested (rested XP builds 4–20% faster and caps 4–20% higher) and Talented (talent steps come up to five levels sooner, per WoW Forever DB) are worth picking early (Icy Veins Legacy guide).
Common mistakes
- Spamming Holy Light. WoW Forever DB makes Flash of Light the filler and main heal, and Holy Light the emergency heal.
- Wasting Divine Favor on a nearly full target.
- Casting through your whole mana bar instead of letting Spirit regenerate between pulls.
- Using Lay on Hands to save mana. It costs all of it.
- Following a talent order from before the Oct 15 build.
- Assuming Light's Vigil works as the guides say before you've tried it.
Still unclear
- Everything from level 31 to 60 is untested, including Light's Vigil, Holy Power, Voice of Truth and the later Holy Light ranks.
- The two 10–60 orders differ on Holy Shock, Light's Vigil, Illumination, Voice of Truth and how much Retribution to take.
- Light's Vigil and Holy Shock (WoW Forever DB: unconfirmed in game). The 324 heal and 182 damage come from talent text.
- Champion of the Light: WoW Forever DB's Holy build takes it, and its page still says 30%. The client and Icy Veins say 20/40/60% of Intellect as spell damage after the Oct 16 hotfix.
- Dungeon ranges differ a little between Blizzard, Icy Veins and fan sites.
