Level 60 Hunter Gearing in WoW: Forever — Stat Priorities for BM, MM & Survival, 8% Hit Cap, Beaststalker Set & Pre-Raid Plan Before Dec 9

Our other Hunter guides take you from 10 to 60: the starter guide, pet families, Beast Mastery, Marksmanship and Survival. This one covers what happens after you hit 60: which stats each Hunter spec should gear for, what to do about the hit cap, and how to plan pre-raid gear before the first raids open.

Key dates (Blizzard): name reservation and early character creation open Tuesday, Oct 27 at 1:00 p.m. PDT (up to three characters, for upgrade owners). Launch is Nov 4, 2026 at 3:00 p.m. PST. Barrow Deeps (10 players), Hyjal Summit (20) and Onyxia's Lair (40) open Dec 9. That gives you about five weeks of dungeons, quests, reputation and crafting to gear up.

Read this first: the beta stopped at level 30, so nobody has geared a level 60 Hunter in Forever yet. The stat weights below come from a community simulator running beta client data (marked "unverified until level 60 opens"), and it still uses Classic's tables for most of the combat maths because Forever hasn't published its own. Treat the numbers as a starting point, not a final answer.

What Forever changed about Hunter gear

From Blizzard's Deep Dive recap:

  • Hit and crit are each one stat now. Spell, melee and ranged hit are combined, and so are the three kinds of crit. Blizzard calls out Hunters by name: hit now also makes traps more reliable.
  • A new stat lowers the chance for your attacks to be dodged or parried. SixtySim calls it expertise. Your shots can't be dodged, so it only matters for your pet and your melee swings (more below).
  • Weapon skill items give less weapon skill, so they're no longer an automatic pick.
  • Every dungeon drop was re-examined, unique boss items are now blue (rare) quality, and set bonuses were improved.
  • Trinkets lean on situational effects, such as bonuses against one creature type or in one kind of terrain.

Hunter-specific changes covered in our other guides also change how you value gear. Per WoW Forever DB, your pet inherits 10% of your attack power, all of your crit (the higher of your melee or ranged crit) and your expertise, plus health from your Stamina and 30% of your armor. Arcane Shot and Serpent Sting now scale with ranged attack power, and Serpent Sting ticks can crit. So every Agility point you wear also feeds your pet.

Ammo and quivers didn't change. Ammo is still used up, and the quiver still takes a normal bag slot. It can't go in the new reagent slot (WoW Forever DB). Players have asked for that on Blizzard's forums, but Blizzard hasn't announced a change.

Stat priorities by spec (level 60, simulated)

The weights come from SixtySim (updated Oct 26, pre-raid gear, a one-minute fight against one boss, beta data). Each number shows how much one point of a stat is worth compared with Agility (= 1.00).

SpecGear for firstThenNotes
Beast MasteryAgility, hit up to the cap (1% = 14.5 Agility)Crit (1% = 12.4), haste (1% = 6.35), ranged weapon DPS (2.34 per point), expertise (0.75), Intellect (0.45)SixtySim's one-boss BM sets weave in melee, so expertise counts. Against three bosses (no weaving) it drops to about 0.25.
MarksmanshipAgility, crit (1% = 11.0)Hit to the cap, haste (1% = 6.44), ranged weapon DPS (3.82 per point), Intellect (0.39), ranged attack power (0.35)SixtySim's MM build is Lone Wolf (no pet). Expertise is worth 0.01 and Strength nothing, because you never melee.
SurvivalAgility, crit (1% = 11.3)Hit to the cap, expertise (0.63), Intellect (0.47), Strength (0.23), ranged weapon DPS (2.01)Half ranged, half melee. A slow, hard-hitting two-hander matters too. SixtySim's table doesn't put a number on it.

Some things are true for all three specs (SixtySim):

  • Agility is your main stat. Each point gives 2 ranged attack power, 1 melee attack power and about 1/53 of a percent of crit.
  • Intellect is a damage stat, because Careful Aim turns it into attack power, and it gives you mana too.
  • Spell damage does nothing. Forever removed the spell damage share from Arcane Shot and Serpent Sting, so Flask of Supreme Power measures 0.0% for BM and MM.
  • Weights move with fight length. For example, MM Intellect goes from 0.39 (one minute) to 0.67 (three minutes, one boss) as mana runs short.

Hit cap: 8% (beta logs, partly unconfirmed)

  • 8% hit stops all your shots, stings, Raptor Strike and two-hander swings from missing a raid boss three levels above you. Per SixtySim, beta logs against level +3 targets show no extra hit penalty, which Classic had. Your pet uses your hit too.
  • Below the cap, a percent of hit is worth about as much as a percent of crit or more. Above 8% it's worth nothing. SixtySim's BM set sits at 6.0% hit, MM at 7.0% and Survival at 7.9% (3% of it from the Surefooted talent).
  • Spell hit doesn't help you on its own, since Arcane Shot and Serpent Sting use the ranged table (SixtySim). Combined hit means most "+1% hit" items now count anyway.
  • Crit has no cap for ranged attacks. Shots roll crit separately from hit, and Mortal Shots makes ranged crits deal 2.3 times damage. A boss three levels up removes 4.8% from your character-sheet crit (SixtySim).

Spec notes

  • Beast Mastery: your cat takes your crit, and every crit it lands can start Frenzy, which is why crit stays strong. Auto Shot is your biggest single damage source (20.3% of damage on a three-minute boss fight). Haste and your quiver's 15% both feed it.
  • Marksmanship: Aimed Shot, Multi-Shot and Sniper Shot add your weapon's whole hit damage, so a slow gun or bow with a big hit suits them. A fast one fires more Auto Shots. Haste speeds up Auto Shot and the casts of Aimed and Sniper Shot, but not the global cooldown.
  • Survival: Predator's Edge makes your melee abilities and the bleed crit for 2.3 times damage, so crit pays on both halves. Expertise matters because a boss can dodge your melee: per SixtySim, every 10 expertise takes 1% off a boss's 6.5% dodge. Haste swings from about zero (−0.72) on a one-minute fight to 20.0 on a three-minute single-boss fight, because it changes the gaps you weave into. Treat it as a tie-breaker, not a stat to stack.

Ranged weapon, scope, quiver and ammo

  • The ranged weapon is your biggest upgrade. wow4ever's Hunter weights put ranged weapon DPS first (7) and sum it up as "the ranged weapon first, then Agility, hit and crit." SixtySim weights each point of ranged weapon DPS at 2.01–3.82 Agility depending on spec.
  • Scope: SixtySim puts SAF-T Ultra Precision Scope (+2% ranged crit) on every ranged weapon in its pre-raid sets.
  • Quiver: SixtySim's sims assume a 15% ranged attack speed quiver or ammo pouch. In Forever's data those are the Harpy Hide Quiver (sold in Alterac Valley) and the Gnoll Skin Bandolier. The benchmark uses Thorium arrows or shells.
  • Not pre-raid: the Engineering gun Hyper Deluxe Sniper Rifle Mk XVII needs Malleable Essence of Nature, which only comes from disenchanting raid items (SixtySim).

Beaststalker Armor: the Hunter dungeon set

Beaststalker (the Hunter "Tier 0" dungeon set) is an 8-piece mail set. Like the other dungeon sets, it moved from 2/4/6/8-piece bonuses to bonuses at 2, 3, 4, 5 and 6 pieces, so you get every bonus with six of the eight pieces. Beta client data (build 1.60.1.70532, per ForeverDiff and ForeverDB):

PiecesBonus
2+8 all resistances
3+30 attack power
4When struck, 8% chance to remove a root effect from yourself (60-sec cooldown per ForeverDB)
5Melee and ranged auto-attacks have a 5% chance to restore 200 mana
6+8 mana per 5 sec

For comparison, Classic's version was +200 armor (2), +40 attack power (4), a 4% chance on ranged attacks to restore 200 mana (6) and +8 all resistances (8).

Two caveats. First, Wowhead's earlier datamine (Sept 16) named the 4-piece "Beast Unleashed" and listed the 5-piece as a mana proc on cast. The current client text reads differently, so the 4-piece is the least certain line here. Second, the item stats on each piece are still hidden. SixtySim and wow4ever list Classic-style drop sources: Cap from Darkmaster Gandling (Scholomance), Gloves from War Master Voone (Blackrock Spire), Pants from Baron Rivendare (Stratholme), Boots from Nerub'enkan (Stratholme), Bindings as a world drop. Blizzard hasn't confirmed Forever's drop sources. In SixtySim's current pre-raid sets, the Beaststalker pieces show up as runners-up rather than picks. We couldn't tell whether its gear search counts the set bonuses.

Pre-raid planning: what the two lists agree and disagree on

Two sites build Hunter pre-raid lists automatically from beta data. They agree on some pieces and split on others:

  • Both pick Black Dragonscale Helm, a Leatherworking craft. SixtySim adds Dawn Armor (also Leatherworking), and wow4ever adds Mastercrafted Shifting Cloak and Swift Flight Vambraces. Crafted pieces like these can be bought from crafters if you don't have the profession.
  • Ranged weapon: wow4ever picks Flawless Arcanite Rifle (Engineering). SixtySim picks Gryphonwing Long Bow (BM, world drop), The Purifier (MM, quest reward) and Blackcrow (Survival, from Shadow Hunter Vosh'gajin in Blackrock Spire) for one-boss fights.
  • Two-hander (as a stat stick or for weaving): SixtySim picks Warmonger for MM, for its 3% hit. Thorium Poleaxe is its one-boss BM pick and Ice Barbed Spear or Arcanite Reaper its Survival picks. wow4ever picks Treant's Bane.

Here's why they disagree. Per Blizzard's interviews (as reported by WoW Classic Forever), there's no Dungeon Journal, and you can't see an item's stats until it has dropped for you or on your server. wow4ever says many items still use Classic numbers until launch, and the loot from the new 55–60 dungeons hasn't been revealed. So use the lists to plan where to go, not as a final shopping list, and compare drops with the weights above.

Things that show up across SixtySim's three specs and are worth starting now:

  • Reputation: shoulders from Exalted with a new Barrens faction (Theramore Expeditionary Force for the Alliance, Darkspear Raiders for the Horde). Legs (Sentinel's Chain Leggings) come from Warsong Gulch reputation, and SixtySim says to start that early because the legs are one of the biggest gaps.
  • Vendors: Pix Xizzix in Stranglethorn Vale sells Ranger's Belt, Cutthroat's Signet, and the trinkets Adaptive Combat Assistant (2% expertise, BM and Survival) and Weakness Analyzer (MM).
  • Enchants: Agility on gloves (Superior), boots (Greater), bracers, cloak and two-hander, Greater Stats on the chest, and the Lesser Arcanum of Voracity (+8 Agility) or Arcanum of Rapidity (+1% haste) on head and legs. Forever lets you enchant necklaces, so don't leave that slot empty.
  • Consumables: Elixir of the Mongoose is worth the most in every spec (3.2% BM, 4.0% MM, 3.7% Survival), then Ground Scorpok Assay and Juju Might. For food, Tender Wolf Steak suits BM and MM and Mightfish Steak suits Survival.

Where to farm at 55–60

Blizzard's new endgame dungeons are Blackmaw Hold (55–60) and Shaper's Terrace (58–60), and Icy Veins still lists their loot as "Coming Soon". The Classic endgame dungeons are also in Forever: Blackrock Depths, Lower and Upper Blackrock Spire, Dire Maul, Scholomance and Stratholme (Icy Veins dungeon overview). Bind-on-pickup green and blue dungeon drops give their appearance to everyone eligible, so nobody needs to roll on gear just for the look (Blizzard).

Pack for long runs: ammo for the whole run and a full quiver, plus pet food.

After Dec 9: Wowhead's datamine lists a Hunter raid set, Wildstalker Armor, with bonuses named for haste (2), Frost and Freezing Trap (3), attack power against Beasts (4) and Aimed Shot and Multi-Shot (5). Wowhead thinks it comes from the new Hyjal raids. Those are datamined names only, with no values.

Still unclear

  • Forever's attack tables and raid boss level. The 8% hit cap rests on beta logs at level 30, and the rest of the table is still Classic's.
  • Real item stats and drop sources, especially from the new dungeons, and whether Beaststalker still drops where it did in Classic.
  • The Beaststalker 4-piece (current client text vs Wowhead's earlier datamine), and how much the set is worth compared with the pieces it replaces.
  • Survival's haste value, which swings a lot with fight length in SixtySim's sims.
  • Whether Blizzard changes quivers, ammo stacks or the reagent slot before launch.
